PURPOSE: A region division pseudo-satellite system is provided to reduce the system construction cost by using a plurality of distance measurement sensors and controlling generation of ultrasonic waves according to each of communication regions. CONSTITUTION: An ultrasonic wave generator(1) for measuring a distance and a pseudo-satellite(3) including a communication device(2) for removing interference between pseudo-satellites are arranged continuously. The ultrasonic wave generators are arranged at various directions to obtain an omnidirectional characteristic. A mobile target does not receive the ultrasonic waves by setting a time interval among the pseudo-satellites having an overlapping region in order to avoid the interference of ultrasonic wave signals.
