PROBLEM TO BE SOLVED: To achieve high-precision angular resolution and high angular precision without using an expensive analog to digital converter. SOLUTION: By controlling each amplitude to be supplied to analog to digital converters 8, 9 so as to be constant, each resolution of the converters 8, 9 necessary for making their errors within their permissible values can be made larger.
