PROBLEM TO BE SOLVED: To provide a carbon material for a high-capacity electrically double-layered capacitor excellent in electric conductivity. SOLUTION: The carbon material for the electrically double-layered capacitor is characterized in that a carbon fiber of 0.1wt% to 30wt% mainly comprising a flock-like or filiform malt structure of 5μm or more and 500μm or less where a gas phase grown carbon fiber with thickness of 0.05μm or more and 5μm or less is agglomerated on a carbon powder with specific surface area of 500 m2/g or more, and at least a part of the contact of the fibers is bonded by a carbide of carbon substance is added.
