PROBLEM TO BE SOLVED: To provide a transmitter capable of transferring image data via a network without missing the data. SOLUTION: Image data outputted from an input section 81 are encoded by an encoder 82 and thereafter given to a TCP control section 84 via a buffer 83. The TCP control section 84 distributes the inputted data to a receiver via the Internet. A rate control section 85 detects an increase rate of the image data in the buffer 83 and controls a transmission rate of the encoder 82 on the basis of the increase rate.
