PROBLEM TO BE SOLVED: To solve the problem that, in a semiconductor integrated circuit with at least two power supply systems, when connecting a plurality of circuits to perform signal propagation in a first power receiving region, if the circuits are wired and connected directly in a second power receiving region, operation is likely to become unstable, and if the circuits are wired by bypassing the second power receiving region to avoid the unstable operation problem, operation speed is lowered and more power is consumed due to a multistage structure of a repeater buffer. SOLUTION: The semiconductor integrated circuit with at least two power supply systems is equipped with the first power receiving region A1 which is supplied with power from a first power supply, the second power receiving region A2 which is formed within the first power receiving region A1 and is supplied with power from a second power supply, and a third power receiving region A3 which is formed within the second power receiving region and includes a signal relay circuit (repeater buffer) RB which is supplied with power from the first power supply.
