PROBLEM TO BE SOLVED: To properly and easily predict traffic flow data after an arbitrary time by the use of accumulated past traffic flow data. SOLUTION: In a processing part 7, a neighborhood time data extraction part 71 extracts data in past neighborhood time corresponding to neighborhood time to current prediction origin time and data in time corresponding to predicted time from the traffic flow data accumulated in a traffic flow database 6. A data similarity calculation part 72 calculates similarity between a date kind and time of a prediction origin and a predicted date kind and time, and patterns of the traffic flow data in the current prediction origin time and the extracted past neighbor time. A similar data extraction part 73 extracts the past traffic flow data similar to the traffic flow data of the current prediction origin time on the basis of the similarity. A traffic flow data prediction part 74 constructs a prediction model by use of the extracted similar traffic flow data, and substitutes the traffic flow data in the current prediction origin time for the prediction model, so as to predict and find the traffic flow data of the predicted time.
