PROBLEM TO BE SOLVED: To provide a guillotine cutter having simple structure capable of preventing a cutting failure due to an entering phenomenon of paper powder or a paper piece in a movable blade driving means of the cutter and a label printer provided with the cutter. SOLUTION: This cutter 9 has a fixed blade 12, a movable blade 13 provided to freely advance and retreat in relation to the fixed blade 12 and a driving means 21 for driving the movable blade 13 to freely advance and retreat.
