PROBLEM TO BE SOLVED: To simplify starting/stopping control of a plate cylinder by performing actions for discharging and feeding/fixing a printing plate at a reference stopping position. SOLUTION: The plate cylinder 2 for gripping an end part of an original paper and mounting it on the outer peripheral face, a master clamp opening/closing mechanism for opening/closing a master clamp 42, a plate discharging mechanism part which takes in the end part of the original paper mounted on the plate cylinder 2 and releases it, and a printing plate making/feeding mechanism part 3 which makes the printing plate by perforating image information on the original paper and feeds the plate-manufactured original paper on the plate cylinder 2, are provided. Under a condition where the plate cylinder 2 is stopped at the reference stopping position, the master clamp opening/closing mechanism opens the master clamp 42, and the end part of an old original paper mounted on the plate cylinder 2 is taken in by the plate discharging mechanism part from the plate cylinder 2. At the same time, a new plate-made original paper on which the image information is perforated and plate-made by the plate making/feeding mechanism part 3 is fed on the plate cylinder 2, and plate discharging and plate feeding are simultaneously performed while the plate cylinder 2 is rotated by one rotation under a condition where the end part of the new original paper is clamped by the master clamp 42 by closing the master clamp 42.
