PROBLEM TO BE SOLVED: To provide a vane type rotating machine which is operated at a low pressure without generating any sliding friction between a rotor and a cover even when a low-viscous fluid such as water is used for working fluid. SOLUTION: In a vane type hydraulic motor in which a rotor 14 with a vane 15 fitted thereto is accommodated in a cam casing 10, and a spindle 20 of the rotor 14 is rotatably and pivotably supported by a bearing part 16 provided on right and left covers 11 and 12 fitted to both side surfaces of the cam casing 10, both end parts of the spindle 20 are protruded outside the cam casing 10 from the right and left covers 11 and 12, and right and left flow passages 41 and 42 to be communicated with a return port 22 from side clearance part S1 and S2 through bearing parts 16 and 17 are provided so that the pressure losses from the side clearance parts S1 and S2 of the flow passages 41 and 42 to the return port 22 are equal to each other.
