PROBLEM TO BE SOLVED: To provide a communication technology capable of efficiently exchanging image data, voice data, etc., between communication terminal devices. SOLUTION: In this communication system, a router 20 on a network inserts its own traffic situation into connection setting information transmitted by a communication terminal device 10a being a communication source (S14 and S18). A communication terminal device 10b being a communication destination sets encoding system such as image data transmitted from the communication terminal device 10a on the basis of the connection setting information with the traffic situation inserted thereinto (S20).
