PROBLEM TO BE SOLVED: To provide a hydrophilization treatment agent and a hydrophilization treatment method for imparting both of rust preventing properties and hydrophilicity simultaneously. SOLUTION: The hydrophilization treatment agent consists of a hydrophilic resin and a guanidine compound and/or a salt thereof. The guanidine compound and/or the salt thereof is expressed by the general formula (1), and has a mass average molecular weight of 59 to 1,000,000. In the general formula (1), Y denotes -C(=NH)-NH-(CH<SB>2</SB>)<SB>m</SB>-, -C(=O)-NH-(CH<SB>2</SB>)<SB>m</SB>- or -C(=S)-NH-(CH<SB>2</SB>)<SB>m</SB>-; where, X denotes hydrogen, an amino group, a hydroxyl group, a methyl group, a phenyl group, a chlorophenyl group or a methylphenyl group (tolyl group); and Z denotes hydrogen, an amino group, a hydroxyl group, a methyl group, a phenyl group, a chlorophenyl group, a methylphenyl group (tolyl group) or a polymer having one polymerization group shown in the general formula (2) as a repeating unit, and having a mass average molecular weight of 200 to 1,000,000.
