PROBLEM TO BE SOLVED: To easily meet waste water standards, and to suppress waste liquid treatment cost. SOLUTION: As for a film-coated body in which the surface of a substrate is provided with a film, a film coating method where a film is formed on the surface of a substrate, and a method of producing a film-coated body where a film is formed on the surface of a substrate, at least one layer of the film is formed by means of a reaction in a carbonic acid buffer solution. The carbonic acid buffer solution preferably contains an electrolyte which is preferably an alkali metal salt, more preferably, KCl, NaCl or LiCl. The use of KCl is most preferable among them. The carbonic acid buffer solution preferably consists of Na<SB>2</SB>CO<SB>3</SB>and NaHCO<SB>3</SB>. The ionic strength of the carbonic acid buffer solution is preferably 1.41 to 5.0.
