PROBLEM TO BE SOLVED: To provide a plasma display panel with stabilized address characteristics. SOLUTION: An address characteristics can be stabilized by reducing the delay of charging when addressing, by forming barriers 10 with vertical barriers 10a extended in a direction crossing scanning electrodes 6 and retention electrodes 7 on a surface base plate 1, and horizontal barriers 10b forming discharge cells 11 formed so as to cross the vertical barriers 10a and forming gaps 13 between the discharge cells 11; and by forming a priming electrode 14 for generating discharge between the surface base plate 1 and a rear base plate 2 in a space in the gaps 13; and by generating a discharge at the gap 13 between the discharging cells 11 adjacent in the direction of row, interposed between the surface base plate 1 and the rear base plate 2; and by forming a sure and stable priming discharge.
