<p><P>PROBLEM TO BE SOLVED: To provide an apparatus for preparing an appropriate work plan and to provide a program for preparing the work plan suitable for the apparatus. <P>SOLUTION: From a criterion function storage part where a prepare function of working man-hours varied with time is stored for every work kind, the corresponding criterion function is extracted according to the work information comprising work kinds, total working man-hours, and the time to spend on the work.
