The method involves dividing traffic jam in package sections by stop signs and a free hand. State stop signals are passed to a jam header when a corresponding packet is occupied by a mobile such that contradiction of traffic is detected or recognized during stopping operation to display a next stop sign. The state stop signals are freely passed to the jam header when a face is stretched in traffic direction. The state stop signs are produced to release the package sections corresponding to a front part along a traveling direction until the last stop sign is passed during ending process.
