<P>PROBLEM TO BE SOLVED: To provide a dye-sensitizing photoelectric conversion element having semiconductor fine particles made of a semiconductor containing oxide other than titanium oxide as a main component, and to provide a photoelectric cell using the same. <P>SOLUTION: The dye-sensitizing photoelectric conversion element is formed by laminating at least a conductive layer, a photosensitive layer, an electric charge transport layer and an opposing conductive electrode layer in this sequence. The photosensitive layer is composed of the semiconductor fine particles sensitized by a dye stuff and an electric charge transporting material permeated into a space between the semiconductor fine particles.
