PROBLEM TO BE SOLVED: To provide a torque limiter which materializes a small number of parts and effective heat dissipation. SOLUTION: A torque limiter consists of a cylindrical magnet 11, a cylindrical hiss material 21 rotatably arranged outside of the magnet 11, a housing 31 having an inside cylinder 32 mounted on the outer peripheral surface of the magnet 11, a sleeve 42 rotatably inserted in the inside cylinder 32, and a cap 41 having a cylindrical wall 45 mounted on the inner peripheral surface with the hiss material 21 separated from the housing 31. A gap for exposing the outer peripheral surface of the hiss material 21 is provided between the cylindrical walls 35, 45. A hole 43h is provided on a side wall 43. A locking claw 32n for preventing the magnet 11 from slipping off is provided on the inside cylinder 32.
