PROBLEM TO BE SOLVED: To provide a brightness measuring device and a measuring method capable of estimating accurately a stabilized brightness value before the brightness is converged and stabilized after lighting a light-emitting element of a light-emitting display device. SOLUTION: This device has a constitution equipped with a brightness measuring part 1 for measuring at least once the brightness of a work 7 at the point of time before the brightness value is stabilized after lighting the light-emitting display device, a storage part 4 for storing the brightness value measured by the brightness measuring part 1, an operation part 5 for operating and estimating a predicted stabilized brightness value based on the brightness value stored in the storage part 4, and a display part 6 for displaying at least the predicted stabilized brightness value operated and estimated by the operation part 5 or a quality product determination result based on the predicted stabilized brightness value.
