PROBLEM TO BE SOLVED: To obtain a cosmetic composition having improved cosmetic characteristics with respect to easy releasability from entanglement of the hair and smoothness of the hair, and making the hair supple and easily handled. SOLUTION: The cosmetic composition contains at least one amphoteric surfactant selected from an alkylamphohydroxylalkylsulfonate compound and its salt, and at least one polyethylene glycol ester or ether containing at least one 8-40C hydrophobic radical in a cosmetically acceptable medium. The amphoteric surfactant is preferably selected from the alkylamphohydroxylalkylsulfonate compound of formula (I) (R is a hydrocarbon-based radical; R1is a 1-4C hydroxyalkyl, or the like; A, A1, and A2are each a bivalent alkylene; and X is H or an inorganic or organic cation).
