PROBLEM TO BE SOLVED: To easily interpolate sound encoded signals of a dropped-out high frequency area without causing the arithmetic processing time to be increased or the hardware scale to be extended when decoding sound encoded signals having data compressed. SOLUTION: An interpolation band specifying part 10 specifies an interpolation band on the basis of an auxiliary information signal. An interpolation sample generation part 9 generates an interpolation sample signal on the basis of the specification result and a frequency sample signal, and a waveform shape estimating part 8 estimates a waveform shape of the interpolation sample signal. An interpolation sample correction part 11 corrects the generated interpolation sample signal on the basis of the estimation result. An interpolation sample addition part 12 adds the corrected interpolation sample signal to the frequency sample signal to output a frequency sample signal having had the band extended.
