PROBLEM TO BE SOLVED: To communicate on the basis of an appropriate resource management in an uplink.

SOLUTION: A received power measuring part 107 measures the received power on the received data. A sent power information extracting part 106 extracts information of the sent power in an individual channel of a moving machine included in the received data. A condition setting part 108 calculates a transmission parameter and the sent power of packet data in the moving machine scheduled by use of information on received qualities, the received power, and the transmitted power on the individual channel; and outputs the information on the calculated transmitted parameter and the transmission power indicating information to channel coding parts 111-1 to 111-n. The channel coding parts 111-1 to 111-n codes the transmission data including the transmission power indicating information and the transmission parameter information to notify to the scheduled moving machine.
