PROBLEM TO BE SOLVED: To transmit an image of which the scalability is dynamically varied according to a load of processing on the transmitting side.

SOLUTION: In individual code string creation means 211 to 21n in a code string creation means 23 of a server 1, a plurality of processings are concurrently performed for creating new code strings from a code string of an image to be an original. The created code strings are transmitted to the respective clients 202 to 20n via a network 3. A load measurement means 25 detects the load of the processing of the code string creation means 23. A parameter creation means 26 specifies error quantity of data between the code string before creation and the new code strings according to a degree of the load and makes the respective code string creation means 211 to 21n create the code strings so that the error quantity becomes the specified one.
