PROBLEM TO BE SOLVED: To speedily judge unstableness of a communication line and to reflect it on parameters of communication control. SOLUTION: The first equipmentis equipped with a communication means of communicating through an electric lamp line and a means of reporting information on electric lamp facilities through electric lamp communication. The second equipment is equipped with a communication means of communicating through the electric lamp line and it performs communication control with the information on the electric lamp facilities reported from the 1st equipment. The information of the electric lamp facilities represents the power consumption involved, and the communication control is to vary the frequency of resending of a transmission procedure or to change maximum transfer units.
