PROBLEM TO BE SOLVED: To back up data stored in a cellular phone concurrently with the charging of the cellular phone and to improve convenience to use the cellular phone. SOLUTION: The device is provided with an operation portion 60 to control the back-up operation of the data and the like, a phone memory control portion 30 provided with a logic control circuit 32 to store the data stored in the cellular phone according to the input operation of the operation portion by transferring it to a memory or to control writing in the cellular phone from the memory, a memory control circuit 34 to control for storing the data stored in the cellular phone in the memory, and an interface 36 to match an electric property between the cellular phones and to match signal timing, a charge control portion 52 to control for keeping a voltage and a current supplied to the cellular phone from an AC adaptor in a constant range, and a voltage converting portion 40 to convert an input voltage of the AC adaptor into a driving voltage of the phone memory control portion and the charge control portion.
