PROBLEM TO BE SOLVED: To provide a fixing member, fixing device and fixing method which is excellent in various characteristics such as wear resistance, offset resistance, electrostatic offset resistance and peeling-off resistance of a release layer and further improves obtained image quality and to provide an image forming apparatus. SOLUTION: This fixing member has a heat-resistant base material and the release layer provided on the heat-resistant base material. The release layer is made of a mixture of a fluorinated carbon resin 101 and a heat-resistant resin 102 in which load deflection temperatures (ASTM D648, 1. 82MPa) are higher than the temperature of the fixing member when fixed.
