PROBLEM TO BE SOLVED: To provide an apparatus for manufacturing a bag and packaging capable of decreasing a possibility that an article to be packaged is bitten into a sealed part and suppressing a case where the article to be packaged is hardly fed, and a method for manufacturing the bag and packaging. SOLUTION: The vertical apparatus for manufacturing the bag and packaging is the apparatus wherein a group G of articles such as a food is fed to a cylindrically formed cylindrical film Fmc and both side parts of the group of the articles of the cylindrical film Fmc are successively sealed so as to shut the group G of the articles, and a bag B storing the group G of the articles in a storing part SP between a firstly sealed part P2 and a lastly sealed part P3 of the cylindrical film is manufactured, and is provided with a first suction hole 434. The first suction hole 434 sucks dregs or the like of the foods floating in the cylindrical film Fmc. The apparatus for manufacturing the bag and packaging temporarily stops suction by the first suction hole 434 near the time when the group G of the articles starts to reach the storing part SP.
