In a PKI chip 5 delivered from the delivery company together with the merchandise, a secret key corresponding to the public key acquired from the authentication station 4 by the user terminal 1 is managed, and signature information generated by the secret key of the PKI chip 5 is subjected to verification processing between the user terminal 1 and the PKI chip 5 as confirmation processing of the delivered merchandise. The present invention is applicable to a delivery system for delivering various pieces of merchandise.
