PROBLEM TO BE SOLVED: To improve the production efficiency by attaching a band to a game panel in one process. SOLUTION: When a secondary forming mechanism 23 receives the band 7 from a primary forming mechanism 22, a position determining tool 28 ascends and takes in a fixing member 10 inside. Then, a hand tool 27 of a band inserting device 14 supports the upper part of the fixing member 10 which is combined with the band body 8 under a state to grip the the upper part from both sides just like embracing from the top of the band main body 8. After the hand tool 26 releases the supporting of the band body 8, the band inserting device 14 descends to a band attaching area 19. The fixing member 10 is press-fitted to the proximal end of a lower hole 5 for band attaching in one process while being guided by a position determining tool 29, and the band 7 is fixed to the game board 1 in a manner to be locked.
