PROBLEM TO BE SOLVED: To enable a mobile station to perform a handover between cells without service interruption. SOLUTION: A mobile communication system is provided in a stratospheric platform 10, and includes a base station having a service area 20 having a plurality of cells 21, and a network management center provided in the stratospheric platform 10 for managing the plurality of cells 21 via the base station. The network management center includes a handover control section. On receiving a velocity vector of a mobile station 30 and a predicted communication time period from the mobile station 30 moving in the service area 20, the handover control section predicts a particular cell and a particular time in which the mobile station 30 transits, by use of the velocity vector and the predicted communication time period; allocates a communication channel of the particular cell at the particular time to the mobile station 30; and enables the mobile station 30 to perform the handover between the cells without service interruption.
