<p><P>PROBLEM TO BE SOLVED: To inexpensively provide a fixing member which prevents troubles such as a soiled image, an ununiform image, uneven gloss, image fixing failure, wrapped transfer paper, all of which result from a crack in an elastic layer caused by oxidation deterioration of heat-resistant rubber when a fluorinated carbon resin forming a releasing layer is heated and fired, the heat-resistant rubber forming the elastic layer disposed inside the releasing layer, also to provide, at low costs, a method for the production of the fixing member and an image forming apparatus having the fixing member. <P>SOLUTION: In the fixing member 10 having, on a substrate 1 in order, the elastic layer 2 formed from heat-resistant synthetic rubber and the releasing layer 3 formed from a fluorinated carbon resin, the melting point of the fluorinated carbon resin forming the releasing layer 3 is lower than the oxidation starting temperature of the heat-resistant synthetic rubber forming the elastic layer 2, by 20°C or more. In addition, the releasing layer 3 is fired at a firing temperature that is equal to or higher than the melting point of the fluorinated carbon resin but lower than the oxidation staring temperature of the heat-resistant synthetic rubber forming the elastic layer 2.
