PROBLEM TO BE SOLVED: To provide a steering system allowing less flutter of a steering wing with respect to a base than conventional. SOLUTION: The steering system comprises a plurality of actuation systems including an actuation system 120 having a mode selector valve 133 provided with a plurality of ports for selecting a mode with the change of a communicating condition between the ports. A different communicating condition exists between the communicating condition adopted by the mode selector valve 133 of the actuation system 120 out of the plurality of actuation systems and the communicating condition adopted by the mode selector valve of at least one of other actuation systems.
