<P>PROBLEM TO BE SOLVED: To efficiently and accurately create a production plan, when executing the production plan from a plurality of information processing terminals to create the production plan. <P>SOLUTION: The plurality of information processing terminals are accessably connected to a production plan creating part, each information processing terminal logs in the production planning as a name of a chief operator or an operator in charge. The chief operator can compile the production plans of all the processes and simulate them while another operator in charge executes the production planning.
