PROBLEM TO BE SOLVED: To support the design of a photovoltaic power generation facility by storing design information associated with the model of a solar cell module and the arrangement position, and extracting the design information as necessary. SOLUTION: A design information storage means 104 stores design information including a module arrangement pattern being information including the model of a solar cell module to be arranged and the arrangement position. A design information extracting means 103 uses arrangement face information 101 indicating the shape of an arrangement face on which the solar cell module is arranged and requested specifications 102 being specifications for requesting a solar cell module array or photovoltaic power generation facility to be designed such as a design method and a power generation capacity, and extracts the design information including the module arrangement pattern fulfilling the requested specifications for making it possible to arrange the solar cell module on the arrangement face indicated by the arrangement face information from the design information storage means 104.
