PROBLEM TO BE SOLVED: To provide a method and a device for forming an image in which a moire pattern is hardly visible, a favorable cleaning property of toner is maintained for a long time, and a sharp electrophotographic image can be formed even when a polymerization toner having a small particle size is used. SOLUTION: The method for forming an image features that: an organic photoreceptor having a coating layer is used and the deviation in the film thickness of the coating layer in a substantial image forming region is 0.2 to 2.0μm; the average PWS of the power spectra of reflected light quantity in a range from 0 to 2 mm<SP>-1</SP>spatial frequencies and the average P of the reflected light quantity are in the relation of formula 1: 0<(PWS/P<SP>2</SP>)<5.0×10<SP>-4</SP>mm<SP>-1</SP>; the ratio (Dv50/Dp50) of the 50% volume particle size (Dv50) to the 50% number particle size (Dp50) of the toner particles ranges from 1.0 to 1.15; and the proportion of toner particles having≤0.7×(Dp50) particle size is≤10 number %.
