PROBLEM TO BE SOLVED: To suppress cost relating to reissuance of a recording medium for a member. SOLUTION: A terminal controller (T/C) 200 executes a reissuance standby process (S10), and a card issuing machine 101 executes a paper member card issuing process (S20). When the paper member card issuing process is selected (S21), the card issuing machine 101 inquires whether to issue a paper member card or not to the T/C 200. The T/C 200 executes a provisional reissuing process on the basis of the inquiry about whether to issue the paper member card or not (S30), and transmits a card number as a result of the execution to the card issuing machine 101. The card issuing machine 101 prints predetermined print information including the received card number on the paper member card, and issues the paper member card (S22). COPYRIGHT: (C)2004,JPO
