PROBLEM TO BE SOLVED: To easily implement a test operation between a control device and equipment to be controlled via a LAN without affecting a main operation. SOLUTION: A third APC 10 and first and second APCs 1 and 1' are not directly connected via the LAN, and a use right request to use a sixth VTR 12 is outputted from a third APC 10 to a NODE 13 via a third LAN. The NODE 13 notifies to the first and second APCs 1 and 1' the use right request from the third APC 10 via a first and second LANs. The first and second APCs 1 and 1' collate a use condition of the sixth VTR 12 with a test use time and notifies the NODE 13 of possibility. The NODE 13 notified of the possibility outputs the notice to the third APC 10. When the third APC 10 is notified of the possibility, a test event of the sixth VTR is carried out. The test operation is performed while using the third LAN without using the first and second LANs to be used by the first and second APCs 1 and 1' for the test event due to the third APC 10.
