<P>PROBLEM TO BE SOLVED: To adequately determine the printing function of a printer without user's operation for determining the printing function of the printer and to prevent the deterioration of the printing function by increasing the utilization frequency of the printer. <P>SOLUTION: A request from a user for an application for a campaign is made by mailing a postcard on which an image capable of judging the printing function of the printer 22 distributed by a printing function determining device 30 via the Internet 10 is printed, and the printing function of the user's printer 22 is determined by reading the image printed on the mailed postcard. When defective conditions occur in the printing function of the printer 22, an electronic campaign-applying mail which describes the defective conditions is transmitted.
