PROBLEM TO BE SOLVED: To provide a function for detecting later that an information processing apparatus, such as a personal computer in a security management, is improperly started up by someone. SOLUTION: The apparatus has a security management means for performing recoding operations of data for detecting to acquire and record electronically signed data created by a portable recording medium, by sending the data for detecting to the recording medium by using the recording medium, having internally a function for returning a result with an electronic signature by itself on the accepted data for detection and a function for recording and storing the data for detecting in the recording medium, and for performing unauthorized use detecting operations for decoding the recorded signed data, when the apparatus is started up the next time, and comparing the decoded data with the data for detecting stored into the recording medium or a decoded result of the signed data.
