PROBLEM TO BE SOLVED: To adequately execute a program whether or not an execution environment corresponds to service quality. SOLUTION: A program executing device for executing a program to which execution is requested comprises a storing means for storing an execution environment of the program and service quality information corresponding to the program, an execution environment determining means for determining whether or not the execution environment can use the service quality information, and a program executing means for executing the program to which the execution is requested under the execution environment. When it is determined that the execution environment can use the service quality information, the program execution means executes the program to which the execution is requested while controlling service quality based on the service quality information stored in the storing means. When it is determined that the execution environment cannot use the service quality information, the program execution means executes the program to which the execution is requested without controlling the service quality.
