PROBLEM TO BE SOLVED: To facilitate the inspection and maintenance of a horizontal pipe provided under a counter. SOLUTION: By fastening the body portion 12a of a hinge 12 to a mounting member 11 arranged under a counter 1, and by mounting a moving portion 12b rotatably provided to the hinge body portion 12a to the reverse side of a front plate 10, it is possible to open the front plate 10 by raising it up. For the hinge 12, one, the body portion 12a of which can be slid into and off a washer portion 12c fixed to the mounting member 11 is used and is fitted as if to embed the moving portion 12b in the reverse side of the front plate 10 in advance. By sliding and engaging the body portion 12a into the washer 12c, the front plate 10 can be simply rotatably attached. By rotating forward the front plate, when a pipe or the like is located beneath the counter, the inspection and maintenance of the pipe are made easy. COPYRIGHT: (C)2004,JPO
