A rectangular base (10) with a surrounding horizontal border and a concave area across the top edge is screwed vertically to the wall. The container (20) is fitted with a swivel mounted lid (30) and an inner removable lid, a projection in the upper area of the rear panel, and a recess in the lower area. Recesses and projections are joined with matching areas located at the base (10) while the lid (30) is open. The inner lid is placed on top of the container (20), the upper lid (30) swiveled in a closed position and locked at the front (50).
