<p><P>PROBLEM TO BE SOLVED: To enable normal sorting processing and transmitting packets in a normal sequence even if overflow processing is performed to packets stored over a buffering capacity. <P>SOLUTION: A packet sorting apparatus receives packets in which sequence numbers are added to a header information part to store temporarily into a sorting buffer 112 and extracts packets from the buffer 112 in order of the sequence numbers.
