PROBLEM TO BE SOLVED: To provide a power transmitting belt high in its durability in a cold place, capable of being used under high temperature and excellent in its abrasion resistance and bending resistance. SOLUTION: In a V belt 6, core wires 11 are buried in an adhesive rubber layer 9 in the longitudinal direction of the belt. An expansion rubber layer 7 and a compression rubber layer 10 are adjacent to the upper part and the lower part of the adhesive rubber layer 9. A ground fabric 8 is laminated on the surface of the expansion rubber layer 7. The compression rubber layer 10 is composed of a rubber component in which polyparaphenylene benzo-bis- oxazol short fibers of 1 to 40 mass parts, a vulcanizing accelerator of 0.5 to 10 mass parts and a cross linking assistant of 0.1 to 10 mass parts are mixed with alkyl chlorosulfonated polyethylene of 100 mass parts.
