PROBLEM TO BE SOLVED: To provide a control system and a flowmeter for an internal combustion engine with favorable flow measurement accuracy and also for speeding up control. SOLUTION: A flow measuring device 1 is provided for measuring an intake flow of the internal combustion engine, and a control unit 2 electrically connected to the flow measuring device 1 is provided for calculating a controlled variable equivalent to a fuel quantity responding to the intake flow. A flow measured value following temperature correction is calculated by a first calculating group 17, and the controlled variable is calculated by a second calculating group 18 on the basis of the temperature-corrected flow measured value.
