PROBLEM TO BE SOLVED: To provide a method for forming an organic resin film with which good weldability is obtainable without impairing the function of the organic resin film to prevent the impairment of the spot weldability which occurs when the organic resin film for impartation of surface lubricity, fingerprint resistance, etc., is formed on a chemical conversion treated steel sheet. SOLUTION: The steel sheet coated with a non-chromium chemical conversion film is maintained at≤80°C and fine grain drops of an organic resin emulsion are dispersed and stuck by an electrostatic atomization process to this steel sheet and thereafter hot air of 100 to 700°C and air velocity 5 to 30 m/sec is blown thereto to dry and fix the film. The formed organic resin film has a microscopically discontinuous film surface form consisting of resin particles (4a) flattened by the blast effect of the hot air. The good weldability (prolonged electrode life, stabilized strength of weld zones, etc.), can be obtained by such film surface form. A corrosion resistance function is intensified as well by an increase in the coating area rate by flattening of the resin particles. COPYRIGHT: (C)2004,JPO
