PROBLEM TO BE SOLVED: To improve a user's convenience and effectively prevent an illicit use. SOLUTION: The information transmitting device 10 for controlling the browsing of information by users comprises a transmission part 140 for transmitting information to a plurality of terminals in a non-browsable state; a receiving part 150 for receiving the user authentication information inputted by a user in order to browse the information transmitted from the transmission part 104 from one terminal, a decision part 160 for deciding whether the user authentication information is right or not; an authentication history storage part 170 for storing history information in which the history of the receiving part 140 receiving user authentication information is associated with information for identifying the terminal of the transmitter of the user authentication information concerned; and a browsing permission part 190 for laying, when the user authentication information is decided right, the information present in the one terminal into a browsable state on the basis of the history information associated to the other terminal.
