PROBLEM TO BE SOLVED: To allow operation of a measuring system, including a flicker meter to a document surface, to be previously quantitatively confirmed before testing. SOLUTION: A reference flicker generator arbitrarily sets the output power source voltage by an AC power source unit in a reference impedance as an index for confirming the operation of the measuring system including the measuring flicker meter, connects a load having, for example, a coil, a capacitor, a resistor or the like showing stable impedances, making the loads turn ON, OFF at predetermined periods by a switch, a relay or a solid-state relay under a timer control, to easily bring about a quantitative voltage change, and generates an arbitrary flicker.
