<p><P>PROBLEM TO BE SOLVED: To prevent a reproduced image from being disturbed even when synchronous systems are changed. <P>SOLUTION: When a transmission system is reproduced, a coefficient k of an amplifier 22 is defined as a prescribed value of zero or more. In this case, a PLL is performed at the speed of response corresponding to the magnitude of the coefficient k, and a reference clock synchronizing with a clock at encoding is outputted. When a storage system is reproduced, the coefficient is defined as a value zero. In this case, a reference clock of a default frequency of a VCXO 25 is outputted from a PLL circuit 13. Since the reference clocks in the transmission system reproduction and the storage system reproduction in the present invention are generated from a clock of one VCXO 25 in either case, the continuity of a reference clock and a synchronizing signal is maintained even when a reproduction mode is changed and synchronous systems are switched.
