PROBLEM TO BE SOLVED: To provide a method and an apparatus of manufacturing a nozzle plate for an inkjet printer, and a nozzle plate for an inkjet printer in which a minute bore of a predetermined shape can be efficiently formed in the nozzle plate. SOLUTION: When a laser light passes two parallel flat plates 3 and 4 while the plates 3 and 4 inclined by the same angle to an optical axis in directions to be opposed each other are rotated at a uniform velocity in opposite directions, the laser light refracted by the plates is irradiated within a controlled range (±Δ), so that a fine and narrow funnel shape can be efficiently formed in the nozzle plate 12.
