<P>PROBLEM TO BE SOLVED: To surely detect a start flag and reduce a communication error rate, whereby improving communication reliability. <P>SOLUTION: A noncontact IC card 2A has a control part 24A comprising a CPU, a ROM, a RAM and the like, and is also equipped with a flip/flop (F/F) 27 of one bit connected with a receiving circuit 22.
